As the organisation that 'buys' healthcare services for the residents of Trafford, it is important that we continually review the services and treatments we commission to ensure that they are clinically effective and value for money.
To help us make some of the more complex decisions, a prioritisation panel process is used.
The prioritisation panel is a group of people made up of clinicians (such as GPs, nurses and public health consultants), managers, and also recruited members of the public.
The members of the public on the panel have been chosen using a recruitment process to test their skills in understanding complex information and also decision making.
The panel also invites service leads and clinical experts for the specific service or treatment being focused on to present useful background information, although they are not involved in the actual assessment process.
The prioritisation panel meets to assess business cases for a variety of services or treatments, where a decision needs to be made as to whether it needs to be:
To ensure that all decisions are made in a consistent way, a set scoring framework in a decision support aid is used by the panel members to assess different elements of the business case for the relevant service or treatment.
The panel members are checked ahead of each assessment to ensure that they do not have a conflict of interest in that particular service or treatment. The aim of this is to make sure that the scoring is carried out as objectively as possible.
Following the prioritisation panel, its recommendations are made to the relevant committees and also NHS Trafford's board, which will have final approval on the decision.
